however I can still use oculus in my way , but it always let me install China oculus home when I put my China SIM
So I think Oculus can check SIM when use gear VR at first time  not every time 
We all know that law can't be violation. but we can find other way to avoid
China Prohibited facebook but Chinese people still install facebook app and find way to use that. 
So I suggest oculus only check SIM at first time ，If some one who like me choice international Oculus store and home  do not install Oculus home for China with mandatory
I love Oculus and I respect to every  developer
