I have no answers, but a similar problem. The Gear VR says it's livestreaming and i get the feedback summary at the end, but it's always 0 viewers and when I check my timeline, the video never shows up. Trying to figure out what to do to fix it and the only thing I can think is to unlink from Facebook and relink.
Now I have an answer. I tried just that (unlinking and relinking) and now livestreaming works again. Still seemingly not able to have game audio play in the stream, though. Also not able to see interactions in realtime, which I thought we were supposed to be able to do.
I reinstalled my whole Oculus app stack which then required me to re-sign into the Facebook account, but the same issue occurs. The support ticket is ongoing. I'll try unblinking and re-linking it again and see if it works.
