So, Dynamic Streaming...

I sort of understand Dynamic Streaming. I understand the concept, just not the method of implementation.

Will everyone be viewing using DS or only the newer phone models? (Note4 user here with an Innovator Edition.). I wasn't sure if it requires a certain OS or if it's as simple as updating the Oculus Video app for all phones.

The heavy load on dynamic streaming is server side, not a phone side. It should be compatible with any phone that can run the streaming software (which should be all).

also depends the decompression requirement on the client side.
low end device could not keep up with hi resolution content higly compressed.
HEVC would be a great solution, but is very demanding on CPU.
Dynamic streaming is only an improvement in bandwith to send the information,
it still requires a lot of calculation to rebuild it for display.

This is all true, but the Note 4 does a good job as-is with YouTube streams at 1080p (1920x1080x24fps). It should be able to handle a 1024 x 1024 sub-stream no problem (probably up to a 1.5k x 1.5k stream, but that's rather non-standard). So even on the lowest class of Gear VR, this tech should improve 360 degree video significantly over what we have now.
