ovrweb protocol not doing anything. does not launch into Carmel

Trying to launch a site with a video player into Carmel using the ovrweb protocol has no effect. 

I tried in the Samsung Internet and Occulus browser. 

Any ideas how its supposed to work because the documentation is very light ?
