If you get it from Oculus the amount you pay covers everything - delivery, customs fees, VAT. Not sure what a VAT invoice looks like tbh cos I've never run a business but the invoice you get with the Rift will include the VAT amount in it, same as a receipt or invoice you get when buying anything, so you can claim that back.
