In terms of the "you don't have permission" thing, usually just hard refreshing the page will fix that. It's a rare bug, I'm on the forum all day, every day, and I only see that maybe once a week (if even that). It has nothing to do with the spam filter.

I don't know if this is broken, or if its working as per design... or indeed if I'm not doing something right (which is possible as it happened to me once)
but... do these little drop downs work properly, or is it just me... I get the same on Windows XP Pro, and on Windows 10.
What I mean is... for example, see if you type a colon - you get a little drop down with the little smiley faces.
eg:
Now, I can scroll up and down the dropdown using either the mouse, or the arrow keys, but if I press enter, or click one with the mouse, I don't get the expected action... that is the smiley I chose appears, instead when I click one it actually deletes my colon.
I get the same thing if I type an @ symbol and a few letters of someone's screen name eg:
same thing, I cant actually choose @cybereality from the drop down, but must just type it out regardless, If I click one, it just disappears. to me this is not the expected behaviour of a drop down.
ANOTHER thing on the smileys. if I choose the insert smiley from the 'toolbar dropdown' I see these as available smileys: (and these actually do work if I click on one)
Now you saw above the smileys we see in the dropdown... I notice some are there and some are not...
I also notice if I put an O after a colon I get a totally different drop down at the top is the correct open mouthed smiley a colon and an O would represent:
again, some are there and some are not when comparing to the toolbar dropdown, while I still cant 'choose' one from the dropdown.
I can sort of understand while typing why the dropdown wouldn't want to be a mile long and show all available smileys, but id expect 2 things...
1) you should be able to choose a smiley from the dropdown
2) the smiley toolbar dropdown at the top should have all available smileys.

hmm, then if its IntelliSence, then its still not working as Id expect...
In things like Excel/word when using VBS, you can use the TAB key to select one of the available IntelliSence choices from the dropdown. Same with VB.NET or Visual Web Developer.
Here the TAB key doesn't choose one either. Why show the Intellisence options at all if you cant choose one... isn't that supposed to be the point of Intellsence so that you can type stuff faster without having to you know... actually type it ?
