Okay so my question is if I want to build a gaming pc for the Oculus Rift cv1 and I'm only gonna need to use the pc for the rift, can I use the hdmi port on the Nvidia GTX 980 ti to directly use the tv as primart moniter?
I Only need to use the tv for installing windows and updating programs.
Personallt I have not had an desctop computer the last ten or fiftheen years only laptops and an iMac whish is mostly just a mac laptop with a huge display.
As I picture it all I think I have to do is use an HDMI caple and from my tv and plug it into the HDMI port in the graphics card, I hope that I do not need to buy a "pc moniter" to config the settings to alow picture on the tv.

Most HDTVs have a Gaming mode which turns off all the image adjustment, color correction, and cinematic effects which can lead to high latency. This mode is typically used for when an xbox or PS is plugged into the TV, but you should also definitely use this mode when connected to a PC.
