At this point I would be surprised if HL3 was even in development, let alone as a launch title for a product releasing at the end of the year. Games at Valve don't get made unless a group of Valve devs are are interested enough to start the process of development. From all that I've gathered hearing Gabe speak on the issue over the last few years, there just isn't enough interest internally in making a follow-up. Now if Valve got bought-out by Ubisoft or EA, I'm sure we'd see a Half-Life released every 6 months, but until then, unless Valve wants to make it, it isn't getting made, regardless of how much the fans clamor for it.
