One program is Oculus 360 Photos.
Place the panoramas in the Pictures \ OculusPhotos directory (for example, mine is: C:\Users\kojack\Pictures\OculusPhotos)
When you start the program go to the bottom menu option: My Photos.

The program is a little fussy on specs for the photos. They must have a 2:1 aspect ratio and contain a 360x180 spherical panorama. The most likely problem will be panoramas that don't do 180 vertical (such as the NASA Mars panoramas), they will look very bad if you don't pad them out to the correct ratio.

Apparently cube map panoramas are supported too, but the docs are vague on it (there are many ways to put a cube map in an image). A post here explains the layout, but I haven't tried it myself: https://forums.oculus.com/community/discussion/23164/gearvr-gallery-3d-360-panoramas/p1
