I have to unplug it to get my screen resolution for my tv to increase over 1920 (and reset pc). Can I turn Oculus off.. as in the pc does not recognise it and lock it to 1920 x 1080, which I believe, the pc is locking to the Oculus max resolution.

R9 Furry, you say? Ha, let me not make any jokes. Seriously, though, I would recommend testing out different video ports on the card (both for Rift and your TV). You may need to use an adapter, such as as DisplayPort to HDMI adapter.

This may be a Fury limitation - perhaps the Fury can only drive a single high-resolution HDMI display?
When the Rift is unplugged it can drive the TV at 4k, but with the Rift plugged in it is reserving the high-speed HDMI signalling capabilities to drive the Rift. You could try using a display-port to HDMI adapter for one of them, but otherwise I think you're probably stuck unplugging the Rift when you're not using it.
