So Meta usernames are allowed to be created that aren't appropriate. And when reported to meta, looks like no one really reviews them at all. This is a message received about a username being reported, from meta support:

Not sure how anyone would think the above is an appropriate username ever - in any context. There are others as well similar to this and again no action taken by Meta.

Are you encountering these people in Horizon Wolds? Meta can't do too much about names in other social apps like VR Chat for example, they have there own reporting system.
I can only guess what the name might be but yeah, there's no place for what we could universally agree to be offensive names.
I don't remember encountered such names in Horizon Worlds and I've met a lot of people... I wonder if that means they do get dealt with, but sometimes it maybe takes a while.... or maybe I'm just lucky. No idea how many times this happens and how many people Meta have to deal with it.
If a name's particularly bad, that would probably be enough to instigate a vote to have them removed from a world by the other people there. At one time there were Meta observers in just about every popular world plus random unseen visits to a world I was creating and less popular worlds I visited, but the last few times I've used the app, there seemed to be fewer around.

These usernames are created directly when a person creates an oculus account - it is their username that follows them throughout games and it is their main username for all meta devices and can be searched for in Quest headset.
The usernames shouldn't be created in the first place and a system should be in place to detect simple offensive usernames with the words hate in them. As this example, it is hate speech against two races (which was included in the screenshot of the meta e-mail that was redacted here and in metas' two e-mails where they said it was reviewed and determined it didn't break the meta code of conduct was clearly wrong.)
Meta needs to review its system of reviewers of reports - because whoever 'reviewed' that hasn't got a brain in their head. It clearly is against code of conduct. I have many examples of these types of usernames and no action has recently been taken by meta reviewers.
These reviews used to be addressed back in February and action taken - what has changed? cuts in budgets - priorities of AR glasses over safeguarding those who have already invested in VR headsets.
Also why did this post change places - I added this to VR experiences as this clearly is a VR experience I had through a Meta Quest headset.
