It was a mistake in permissions, Ryan has fixed it now (hopefully, I can't test since I can reply to locked and read only threads).

Thanks for the flag everyone! Sorry I missed it yesterday, @Buetigame, when you asked. Yep, it was a bug. Some of the Announcements may get posted as read only, but most won't be. We like getting feedback on some announcement threads so it's centralized.
