Programming in VR

Hi guys
 
I'm a university student. I am doing the Brain-Machine Interface projject with my Prof. We want to help immobile but conscious patients with their physical recovery. I'd like to ask is anybody know if we wanna programming in the VR inside, which VR that we should choose? We considered META3 and Microsoft one.
 
For example, we intend a program a hand to form a bending motion. This is shown to patient and we also measure the EEG. Observe if the movement can be given

It depends on what you mean by "Microsoft one".  Microsoft's VR headsets have been abandoned and support will end in the next OS. It's best to avoid them. But the Microsoft Hololens 2 wil.l still be sold (but people in its department have been fired).

Quest 3 is pretty easy to develop for, using Unity, Unreal or Godot. I'd recommend Unity, it tends to be used in a lot of VR projects.
