'Running this application is currently disabled on the active headset" - Microsoft Flight Sim???

Brand new out of the box.  Connecting via Link Cable.  Friggin nightmare so far.  So what the heck is going on?

 

Microsoft Flight Simulator won't start my normal way through SteamVR and is in my Quest Library - but won't start from the headset, and get "App disabled" when trying from PC from the PC App Library.  What the heck am I missing?

MSFS is one of those programs that you start by just launching the program on your PC then switch to VR once it's running, either from the program's menu of via a binding you've set on a controller or keyboard, it isn't launched from within the headset of from within SteanVR. I have the non-Steam install but I believe the Steam version is the same.
