[SOLVED] A few questions needing answers...

I'm debating on whether to get a Vive or Rift, and I already have some answers for the Vive, but not the Rift... 1. I have no Home Internet, so I would go to a friend's house to do the downloads. But what I'm wondering is if I have to have internet to gain access to my games. 2. Can I have access to Steam VR to play games on there? (I have more questions that I will post later!) Thank you everyone who answers!!

It's legal, the worst thing that could happen is your carrier sending you an e-mail that you should pay for the thethering.
If you wouldn't stop after you got the e-mail, they might charge you for tethering.
