When my Quest 3 is updating before it powers off, it says something like, "saving to the cloud" or it mentions something about cloud backup. I don't know which "cloud" it means (Meta has one?), but does this mean some of my eligible owned games or apps are saved to the cloud, so if I dump them on my headset to make more room, I can always access them again from the cloud?
Or is this function already built in with the Meta Store? So if I dump it on the headset for whatever reason, I can always go back to the Meta Store and reinstall it. Is that right?

Yep. Games are bound to the account, not the headset. You can delete them from the headset but they are still owned in your library, reinstall them to play again.
This also works across multiple headsets. If you log into another Quest headset with the same account, all of your games will be available to install.

Meta has their own cloud system for Quest games.
Games that support cloud saves (not all do) will save your game progress online. This means if you get a new headset or wipe your current headset and reinstall the game, you can resume playing where you were because it gets your progress from the net.
(So it doesn't save the whole game itself, this isn't streamed cloud gaming like Nvidia and Microsoft have done. It's just save games like Steam does)

Is it true though if I want to create extra space on my headset and delete any owned apps or games, as long as I bought them from the Meta store, I can always go back and reinstall them there?
