Stoopid question - is VR an output or input/output device

It requires input of sensors and movement - so I am betting input/output

To be pedantic, VR is not a device, "Virtual reality (VR) is an interactive computer-generated experience taking place within a simulated environment, that incorporates auditory, visual, haptic, and other types of sensory feedback. "

There are devices used to provide virtual reality, but it is not a device itself.

Now, if you're talking about the Rift Hardware then yes, it's input devices and output devices.

The VR headset is both an input and output device (if the app running uses head tracking) and the Touch controllers are input devices.

The Touches could also be an output device given they can vibrate.

In general, I'd say almost all if not all computing peripherals that do anything even remotely interesting can be considered as input/output devices (I/O). Even extremely basic devices generally accept some form of input and produce some sort of output.

The headset itself is an output device.  It’s the sensors and controllers that are input devices.

The HMD contains more sensors than the sensors do. 🙂  Rotational gyros and a microphone.

It also transmits the rotational data from the Touch controllers to the PC.
