Eh? Touch wasn't delayed at all, it was announced to be released in 2016
and nothing so far has hinted at any delay to 2017.
Since Touch isn't out, 6D input software is being designed and released for the HTC Vive instead. The standard for the first generation of VR input is being established now, by the HTC Vive. At this rate only Oculus VR sponsored software will be based on Touch specific mechanics that the HTC Vive doesn't provide.

And I don't get
what you mean by non-standard, what standard is there for motion
controllers?
I've been using Razer Hydra 6D controllers to play HTC Vive games on the CV1, which I purchased new from a shop for ~50$ in 2011 : Their latency is ~50m, it's a wired mess, and because it's wired it's ~180° each side rather then full 360°... but still works well enough I'm totally able (and love) to play those HTC Vive games on them in 2016. And those controllers were released 2 years before the DK1.

As
for being included in DK2, the hardware wasn't complete, and most
likely wasn't even designed yet when DK2 launched (it wasn't even
complete when the Rift launched). Do you think DK2 should have included 4K screens and eye tracking too?
