No sir. You can get basic demos to run but beyond that you need a much better graphics card. Think a 770 or 780.

I recommend an nvidea gtx 770 / radeon r9 280 or above

Build it yourself, get a better gfx card for the same money.

Never buy a built PC. You can make a machine twice as powerful for that money. Really.

Okay, one more thing, if I buy all those parts individually and then beef up the graphics card, would it work then? I only have about $900 to work with right now.

This is the rule of thumb, however from time to time you can find good deals where the built version is same as or even cheaper than the components. Add to that the 3 year warranties on the whole build, plus shipping covered if it needs to be sent for repair, and there are good reasons to buy pre-built.

Even if you buy built, the extra cost is not always extreme. They also tend to have less Cable Spaghetti problems (nice and neat finishing jobs), and if you buy from somewhere like Overclockers they will guarantee compatibility between the parts you buy.

Also, I live in Canada, I'm looking at Newegg, Amazon and Tiger direct. Is there a better place to look?

I'm finding it to be just as expensive to build one myself, possibly more expensive because I will have to pay for shipping on the individual parts rather than just paying once for the build. On top of that, I have no idea what I'm doing (which could explain why I'm not finding it cheaper.) This is kind of freaking me out. This is a lot of money for me.
