Pixel density.

So I set pixel density to 2.5 in oculus tray tool, when playing Skyrim with the layer info on its says pixel density is 1.74.I have steam SS unticked and in game SS all the way to the left.Why is it showing a pixel density of 1.74?Any thoughts?
