Since the resent software update the link program takes around 2 minutes to load and once it does load the link cable doesn't work any longer nor connect.
I've tried a factory reset, repair the software, uninstalled it and reinstalled. Everything worked fine until the 76 version software hit the program.

I have a 5080 series graphics card and use the oculus link cable and the new cards are not supported yet.
Found away around the issue with the link not connecting and the link app taking forever to open after restarting my computer.
Go to services scroll down to oculus vr runtime services and stop the service once stopped, restart it and close the services property tab and service page. Link app should open and you’ll be able to connect to the link/headset.

It's not link to 5080 card only, My cable stop working and i'm on AMD 6800 xt card. Quest 3 is not connecting properly. I have a red dot, the quest quest look connected when you clic on the quest , can't test the META Quest cable( yes the official one) and The Quest just show static view. I talk with support and right now after almost a week and lots and lots of testing, nothing work. I look at airlink, but the way everything is setup in the house, physical connection to the PC is out. The only thing maybe is a dedicated router, but even that is problematic because of the distance. I'm thinking of selling it, even if i get stuck with a expensive cable and expensive correcting lens. Not happy customer at all. I play Iracing and DCS.

Same thing here. Running on a 4080 gpu. Worked for a couple of months l..after updating now it takes ages to load. Only workaround is to run the oculus-driver.exe each time i start my pc. Not happy at all

Found in C:\Program Files\Oculus\Support\oculus-drivers\oculus-driver.exe . Close the meta quest link app. Run the oculus-driver.exe. wait a minute. You will see the screen flashing. If it asks to restart your PC click No. Run the meta quest link app. If it says no sound present for the vr or you have a red dot near you headset icon, re-run the oculus-driver.exe while having the meta quest link app still running. After a minute the app should re open and you can enjoy you vr. You may see a banner that the system is not compatible with your headset. Ignore it. This is temporary as it will clear after some seconds

Made no diffrence to me, thanks anyway. Hoping Meta fix this soon.
