Best VR resolution practice for PC games?

Been a VR user for many many yrs but never really understood how to setup games on PC for VR.

Do you set a high res,make the game look fantastic on the PC and just stream it to the headset?

Set game res to match your headset?

Set lowest possible res and upscale within oculus/meta software?

Refresh rate of my monitor the same as or just under the quest works best for me. You should set your resolution at the gpu best performance.
