I had a problem where my laptop was using the wrong gpu in quest link, in essence using the integrated one instead of the dedicated one. The solution to this is adding meta quest to the graphics settings of windows, under display, advanced graphics. HOWEVER, what you need to add and select performance with your GPU is specifically the process called " ovrserver_x64" which is under the sub folder of oculus runtime. Hope this helps someone out!
