So in my case the ASW does not work for Flight Simulator. It simply "jump the space" too much so that the next frame it has to move back again, creating a severe rubberbanding on the terrain when close to the ground. Might be because of a lower FPS than recommended, but I have a great experience with my settings so I don't care.
Turning it off with the Oculus Debug Tool gives a much better experience.
But having to open up the Oculus Debug Tool every time I want to play Flight Simulator shouldn't be necessary. Having to run the CLI version with a config file is better, but also a manual job that shouldn't be necessary.
Is it possible to turn this off permanently in some way or the other - config file or GUI? Without using third party tools. Because then I'll just use the CLI with a config file instead.

You can use Oculus Tray Tool to set it to run with ASW off. You can set a profile for MSFS to do just that.
