If you have only had a Rift S headset on your Meta account and never a Quest headset, can you get the Quest referral when activating a Quest 3?
The referral program link says that you must be a new Meta Quest user and activate a new Meta Quest device.
Would a Rift S user count as a Meta Quest user in this case?
Hoping someone knows the answer to this.

No, Rift user is not Quest user......you can accept a referral link and it will work.
I was also Rift S user two years ago and then activated a Quest 2 with a referral link.
My friend and i both got the store credit.😊

What is the referral link. I'm a Rift CV1 user and bought a quest 3. Any game that I buy under my account is absolutely broken. If i login and buy games under my sons quest account, those same games work, but they make me redownload them under my account even though I'm a quest owner now as well as a rift owner. Just wondering if my account is tied to the rift and breaking everything on my quest and if there is a fix for it.

A referral link brings sender and receiver of it a store credit when the sender register his first Quest device on his account.
But that has nothing to do with your problem of broken games.
Accounts are not tied to a specific device.
I assume you are purchasing the games in the wrong store?
There is a Rift store (for pc games) and a Quest store (for standalone games).
A game bought in the Oculus desktop app is always a pc game (Rift or linked Quest).
In the mobile app you can change between Rift or Quest store. To do that tap in upper left corner on the device.
