You can find the debug tool in the Oculus folder inside the diagnostic
folder. Run it. Lets try the following. Set the Encode resolution width
to 3548. Change the bitrate to 300 and set link sharpening to Quality.

Might be totally unrelated to your issue but I was having exactly that
issue. My encode bitrate was set too high at 900 in the debug tool. I
lowered to 300 then raised it until it was stable at 600. No more pops.

Just received my quest 3 a week ago and in some games i get intermittent
