I managed to get dev mode enabled on my Quest 2. It seems like if you already have a credit card tied to your account and you cannot enable dev mode, then you will need to remove that card and add it back in order for it to show up.

This is ridiculous guys, do away with the need to have a verified organization and put the button back.
