Why is it ok for people to get bullied and have a group of people report them so they get their accounts banned and meta bans them but the victim of the bullying will report someone and meta over looks it and says there no violations

I recently downloaded horizon worlds and the screen is stuck on "play with friends" and won't let me go past that
