If you are using SteamVR Through Virtual Desktop App try reinstalling
the Virtual Desktop app on your quest because that is what I did and it
worked and took me 3 months to figure out lol
I did this and it worked every time I did it but now it's doesn't do
anything and I constantly get partial passthrough with Virtual Desktop
using SteamVR
