Unable to purchase any apps (and change or remove payment card details)

Any suggestions, any app I try to purchase fails and says‘Feature Unavailable’ your request could not be completed. This feature is currently not available to you. Please try again later.’

Thanks - I logged out from all devices and logged back in again via the app and it now has accepted payment for a new purchase.
