Definitely sounds like an ID verification issue on their end.

What error message is it giving you? I've found that I cannot buy
through the app unless gifting a game and that almost all my own
purchases have to be started through the headset and then confirmed via
the app.
Basically spent a fees days back and forth with meta customer support.
Turned out their system was trying to request ID verification bit I had
already done that last year. So the system got stuck in a loop of trying
to request ID, seeing it's already...
