I personally have did a factory reset and my firmware is on v60. As of
today, two days after the factory reset, I can still cast to chromecast
tvs BUT NOT to Hub Max devices
I factory reset my Quest 3 and the chromecast devices did come back.
HOWEVER....In my Quest 2 i can see Google Hub Max, but my Quest 3 can't
see the Google Hub Max. I have 4 of these Google Hub Max

I was able to fix the issue myselfUninstalled all the Visual C++
Redistributable and reinstalled the 2013 x86 + x64 and the 2015-2022
Redistributable instead.
