FYI-- I just heard from Oculus Support and it looks like this is indeed a known issue. With this only hitting a few people here and there... I am happy enough just knowing someone is actually looking into it, lol.

Same issue-- started a week ago and is intermittent. Happens on PC and Android, while connected to Wi-fi or mobile data. Oddly, does not impact my iPad, which is absolutely useless for work, but odd. I hope they fix this.
