can't set oculus as active openxr runtime

So until now ive been able to just connect the link cable and use my headset on the pc freely now suddenly the pc app wont even recognize the headsets been plugged in, which kinda sucks since all my games are on the pc so basically cant do anything with my headset until a new update or a fix unless i want to buy the games over again. I just updated my Nvidia driver to the most recent version (537.58), and now Quest link just isn't working at all. Tried uplugging and replugging the link cable, nope. Hi, I have spent the past several hours attempting to run the initial Oculus Setup, but every time I get past the Terms and Conditions I get a screen saying that I cannot connect to the Oculus Servers (which I know is false--my Internet is working fine). After scrolling through several other forums and posts, I think if I am able to install the App onto any drive besides my C: drive (I have three drives -- C:, D:, and F:), my problems will be solved. BUT, I cannot figure out how to start the installation on my F: drive. I have tried to follow the steps on this page: https://support.oculus.com/help/oculus/1676275305961321/ numerous times. Whenever I enter "OculusSetup /drive:F" into Run, Windows replies something similar to: "Windows cannot find 'OculusSetup'. Please check your spelling and try again." The title should be self-explanatory; My oculus software is detecting my USB 3.0 cable(the Anker one that was recommended before the official link cable) and USB 3.0 port as USB 2.0. I've gone and tried to update my drivers, including uninstall/reinstall, to no avail. Any suggestions for a fix? This seems like a simple question but I can't find any answers. I would like to use virtual desktop on the Quest 2 via the link cable (NOT WIFI) just to troubleshoot connections and utilize the neat environment features of the app. Is this possible? I play FPS's that are 2D on my quest and using the oculus desktop "button" doesn't provide the nice features of screen sizing and everything else that virtual desktop does (and the games spontaneously crash). Is there another alternative other than VD or the oculus desktop? How do I get it not to crash?
