The email for my Oculus account was deleted by the server. I was able to change the email in my Facebook account and the code was sent to my new email with no problem.
In my Oculus account I entered the new email, then clicked "save." The message appears:

The reason for this is that when you go to change your email, the verification code is sent to the email that was previously on your account.
