LIVE and PTC V72 - Quest 3 doesn't charge when it's turned off if it's connected to a PC via cable

After this new PTC release, the Quest 3 I have doesn't want to charge anymore if it's turned off completely while it's still connected to my PC USB-C port. The Battery icon does show up but after checking, the percentage is not going up but instead losing charge slowly.

I had to turn on my headset and then just turn off the display using the power button and then it charges as normal.

It is not connected to Link now and should charge while being completely off since that was the case before this PTC update!

This bug needs to be fixed since it should charge when being completely turned off!

I also noticed that if I turn my Quest 3 off completely, Windows stops recognizing the device and spits out errors.

I found the error in USBTreeViewer and this is the error :down_arrow:

This is a bizarre bug.

Turning the Quest 3 on and then turning off the display to let it sleep makes charging while connected to a PC work again. Turning it off completely doesn't charge it, so the Quest 3 needs to be in sleep mode instead of being completely off in this PTC Version, which is V72.

THIS IS ALSO HAPPENING NOW IN THE LIVE RELEASE OF V72! AND STILL HASN'T BEEN FIXED!

This STILL HASN'T BEEN FIXED, this update made link work worse by not letting the quest 3 take charge at all when connected to a PC! PLEASE FIX THIS ASAP!

THIS IS NOT A SOLUTION, THIS IS A PIN UNTIL IT GETS FIXED!

I am bumping again since this issue persists even on the live release of v72

FIX THIS ISSUE META! The Quest 3 was able to hold a charge while connected to the link and charge even when the headset was turned off! Now, it doesn't do it unless I turn the headset on and let it go into sleep mode instead! FIX THIS!
