I found in my C:/ drive files two folders that I can't remember the name of but they were temporary download files that had oculus in the name. Make sure to delete those AND delete the oculus file in your program files (should be C:\Program Files\Oculus unless you changed it). Then re-run the setup installer, if you did this right then it should start at 0kb and work its way up if not then it will start with some progress already done which means you missed a file. Once you start it do not close the program or lose wifi connection that's what caused the issue for me.

There are some other steps that I tried that may have helped me but try that first and let me know what happens.

You log file shows (on each installation attempt) that the download is interrupted due to the connection being closed.
You should try disabling your antivirus program, while you are installing.
