I started facing the above issue recently.
Where if i turn on windows mobile hotspot, the oculus software won't load and keeps loading and sometimes even shows repair software screen.
But when i start my oculus software, without having a the windows mobile hotspot turned on it works completely fine, even if i started the software with mobile hotspot enabled and its stuck on loading, as soon as i disable the hotspot the app launches instantly.
The place where i stay has an open network, which you have to sign in using otp like in railway and hotels, since we can't do air link with public network. I use to connect my pc to wifi and start a mobile hotspot on my pc to connect oculus and do air link. Used to work fine till some time back.

I have the same problem but I am able to connect to my home wifi which does work in accompany to the oculus software but the rouder is in the basement so it makes for an unplayable experience, so I used my computer hotspot and ran into the same problem as you. I have reinstalled oculus and factory reset my quest but to no avail, Airlink is my only option so I am annoyed that this is no longer working it has been a few hours of trouble-shooting and I am exhausted. As soon as I connect to my hotspot oculus stops working as a whole and I am unable to use airlink I hope someone has a solution to this issue because it is driving me crazy.

Hey there! Wrestling with AirLink and connections in general is no fun at all! There are ways to get AirLink to work perfectly, but as a rule, a mobile hotspot will not have a robust enough connection to do anything beyond making that first connection.
