Replacing controller but phone with not pair headset

Had to purchase a replacement controller.  Have tried to update phone to pair new controller but it will not pair my headset to proceed to the next step of pairing the new controller.    I am able to log onto the account, select Devices, Quest 2 enter my headset code but it will not pair with it.    I took to the Geek Squad and they did exactly what I did and no luck.    Any ideas.    They said I need to open up a support ticket.
