Hi!

Can i connect the Oculus Link Cable to the Oculus Head Strap battery to charge the Oculus Quest battery and the Oculus Head Strap battery? Can this damage my computer?

That will work. Normally it should not damage your PC cause that is nothing different than loading a smartphone...

You can do this but it will take way too long to charge. You are much better to use your quest charger imho.
