I cant bay anything

I cannot purchase games from the Meta Quest Store. I receive this message:

“Request cannot be completed until further action. We noticed something unusual and, for your security, this request couldn't be completed. Please file an appeal to get your case reviewed.”

Please tell me how to submit an official appeal and request a review of the purchase restriction on my account.
