Thank you for answering.

The occulus application (OcculusClient.exe) does not appear in the list of programs that launch at startup, neither in the task manager nor in windows setting-App-Startup.

However, after experimentation, I think I understood why it launches seemingly randomly when Windows initializes :

When I close the occulus application BEFORE turning off my computer, it does not appear automatically upon restart, however if I turn off my computer with the OcculusClient.exe program running, it restarts automatically when Windows starts.

Now I know it, it bothers me less.

Hope my solution helps others,

I changed the quest link app to " Run as administrator", restarted and it no longer starts with windows.

you have to make sure through task manager that all oculus related apps or programs are ended before you shut down your computer seeing how windows has fast start and doesn't actually shut down.

This is actually insane that Meta can just get away with this. Your required VR driver software CANNOT be stopped from starting automatically at boot, then you gaslight your customers by sending them a link to a GENERIC Windows fix (not even internal documentation) that you KNOW anyone coming to this thread has already tried. Then you mark the thread as "Solved". This is messed up on so many levels.

I shouldn't need to write a batch script or make registry changes to disable a windows application from starting automatically.

But hey, I'm sure once you realize you can't escape your terrible reputation, you'll just rebrand again.

There are two separate issues I have come across recently, and I think they are both being discussed here, causing a bit of confusion.

The first is that the Meta Quest Link desktop app is opening automatically when Windows is started. This could be because Meta have changed the app so that, if you close it by clicking on the 'x' at top right, it doesn't close completely, it only closes to the System Tray. In order to close it completely before shutting down your computer, you have to right-click the tray icon and hit 'Exit'. This should stop the app from opening automatically next time you start Windows.

The second issue is the OVR Runtime Service starting with Windows. As others have mentioned, you have to go into Services and change the start-up from Automatic to Manual. This appears to work most of the time, however it still randomly starts up unexpectedly, and I only know this because my CPU starts making a noise, caused by the OVR Runtime Service processing for no reason.

Bottom line: Changing the OVR Runtime Service to Manual has also stopped the app from auto-starting, thus killing both problems with one hit... for most of the time, anyway... probably until the next 'update'.

Wild this is an issue. As a previous commentor mentioned, they definitely used to have an option in the oculus' apps' settings to turn off launch on start-up. The fact it's removed and we're given arguably no support or reliable means of dealing with a known issue for years is just plain old anti consumer. How awful, never will I be going with Meta or Oculus in any products.

It's actually a Windows settings issue:

Settings > Accounts > "Sign-in options"->"Automatically save my restartable apps and restart them when I sign back in".

When I close the occulus application BEFORE turning off my computer, it does not appear automatically upon restart, however if I turn off my computer with the OcculusClient.exe program running, it restarts automatically when Windows starts.

This is because you have enabled the Windows setting to save and restart the apps you have running when you log off:

Settings > Accounts > "Sign-in options"->"Automatically save my restartable apps and restart them when I sign back in".
