Stuck at pairing

I had 5 Quest 1's. Did a factory reset on them to pair with a new tablet. Only got 1 to pair successfully. RMA'd the remaining 4 to Oculus.

Just got a refurbished unit back and it also stops at the pairing screen. Tried to pair with phone with the same result. What gives Oculus?

Solved. I found a link to a firmware update for the original Quest. Choose sideload update from reboot menu. In command line 'adb sideload [update]'. After the update the headset will reboot. After the reboot, do a factory reset. You should now be able to successfully setup the headset.  This worked on all 4 of my headsets that previously failed to pair.
