When will we get Documents for Quest Development?

The title says it all. I was just curious when us developers will get public resources like guides to help us develop for the Quest?

Gather any and all logs , screenshots, and version numbers of relevant software (Oculus SDK, engine, etc.) 2. This is so exciting! Thank you! I'm also curious, will all titles require concept review to ever appear on the Quest Store? Or is that just for now so the store isn't bogged down by "trash"?
