In Windows, go to Settings > Accounts > Sign-in options and turn off the toggle for "Automatically save my restartable apps and restart them when I sign back in"

This is not a solution for me.
I only want it for the Meta Link app not for all my other apps.
A option "Start minimized" in the Meta app cannot hard to add/programm.
In Reddit are many Threads and in our Facebook group too. Since years ago. And nothing Changes from Meta. And the Quest 3 is not cheep.

I don’t think a “start minimised” option would do what you think. What Meta needs to do is code the Meta Quest Link app so that it is no longer flagged as a “restartable” Windows app, which appears to be the root cause of the problem.

cmd window blink fast. It mean you didn't run it as administrator (required).
Edit bat file Properties > advanced and there is option to set "run as administrator". Mine system is in polish language, but you will find it's simple :)
Everytime you run this bat file, window should will ask you to confirm to run this bat file. This mean all is correct.
This bat will not work only in once case. When you update meta app then one additional process is spawn which is not included (I'll catch it next time and add info here). But after windows reboot all will back to "normal".
As bonus, you can add to bat file this line to kill EA service too. Their app do same as meta:
net stop EABackgroundService
