Does coming soon page require app submission and VRC?

Just verifying - before you can put up a coming soon page you have to submit the app and have it pass all the VRC guidelines?

    What I could find is that a Coming Soon page does require a full app submission, and the build must pass VRC.

    The app doesn’t need to be publicly released, but Meta still reviews the binary for (and I quote) "VRC compliance, entitlement, basic functionality, and safety" before allowing the Coming Soon listing to go live.
