Can't create a developer account
I have tried creating a developer account through meta to use apis. I attempted to do so by using my personal facebook account. It goes through account verification sending a SMS and email. The SMS worked but when submitting the code for the email I get this message:
You can't make this change at the moment
"This is because we noticed you are using a device you don't usually use and we need to keep your account safe. We'll allow you to make this change after you've used this device for a while."
I've noticed other forums in the meta quest section discussing this. There seems to be no way to contact developer support without having a developer account. Any fix to this issue?

I have resolved.
You need to add a Card(Credit/Debit) from your Facebook account. Then clear the account from the browser history. Re start the developer account registration process. You should be able to de easily. - nubystechHonored Guest

I have resolved by adding my debit card in my Facebook account. Then going through the verification process again. It should work as i worked for me.

I’m experiencing the almost same issue:
- Phone and email verified.
- Always get “unrecognized device” error.
- Tried mobile & desktop over several days.
- Redirected to phone verification without support access.

Same issue with the thread poster. Cannot create developer account due to the same problem.

I have the same issue. I created a facebook account specifically to be able to access the developers site. Not sure if this is related to my account being only a few days old?

I tried adding a debit card and deleting cookies as people suggested in this thread, but still no luck.

Ok, I could enter the developers.facebook.com site today. Some of the semi-random things I tried (not sure if all or a subset of these are needed to resolve the issue):
- Added a debit card
- In facebook web (not app) make sure you have at least one cellphone and one email linked to your account. Both need to be "validated" (a message is sent to the email with a code). If you still run into the block when trying to enter the developers site, create and validate another mail (from the facebook website, not from the developers site initial workflow)
- Do not use google authenticator 2FA. Change it to SMS 2FA
- If you get stuck in the developers initial workflow on validating your email (no new code is sent anymore, but the previous code work):
- logout from everywhere
- log into facebook web
- link a new email account. Make sure you finish validating it
- go to developers.facebook.com, in the workflow select "use a different address" and enter the new address you previously linked
- look in your email for the new code being sent and use it

Meta’s security system sometimes flags these as suspicious, which leads to the "You can't make this change at the moment" message.
Here are a few things you can try:
Use a familiar device and network: Try logging in again using a device and internet connection you've used with your Facebook account in the past. This might help Meta recognize the device as trusted.
Wait it out: As frustrating as it is, the error message literally means you have to wait. Some users have reported the restriction lifting after 24–72 hours of normal account activity from the same device.
Use the Facebook app: Try going through the developer account creation process from the official Facebook mobile app rather than a browser.
Avoid VPNs or proxies: Make sure you’re not using a VPN, proxy, or privacy extensions that might mask your actual location or device fingerprint.
Meta support workaround: It’s true that developer support requires a dev account, but you can still report a problem via the regular Facebook Help Center. Alternatively, if you have access to a Meta Quest device, try contacting support via the Meta Quest Help page—some users have found success that way.
Alternate Facebook account (if applicable): As a last resort (and if it complies with Meta’s policies), you could consider creating a new Facebook account solely for development, but ensure it’s fully verified and aged a bit before attempting dev registration.Hope this helps! If we have to go through so many steps just to create a simple account, what are Facebook's developers doing? Are they playing games or something else? If they can't fix these issues, why are they wasting our time with this frustrating Meta experience?
