Same issue on my wife's Quest 2 - v62.  It has 256GB of total storage and 237GB free space on it. Cannot install any apps from the Meta Store and everything matches the OP's pictures on our device.  We've restarted, checked for software updates, removed Wifi, added it back, etc.  We also added Paypal to her store as a payment method. The same issue persists and we need help with it ASAP.
