I think you've got an uphill battle on your hands here (on multiple fronts). First and foremost, the Rift headset does indeed have a built wireless radio (bluetooth I believe). It is used to communicate with the Oculus Touch controllers. It cannot be disabled, so it likely won't be allowed in a classified environment. At least in my experience it wasn't allowed. In one case they did initially let one in because they didn't realize it had a wireless radio. They subsequently banned the hardware when they discovered their mistake. 

The second problem is that there isn't a standalone (offline) installer for the Oculus Home software. Oculus doesn't provide an installer for just the hardware drivers. Your only option is to install the entire Oculus home software which requires an internet connection. This is obviously a huge problem when you're trying to install on an isolated (internet denied) network. See this post. https://forums.oculusvr.com/community/discussion/32792/offline-install. Long story short, there won't be an offline installer.

Interesting question you have here. I definitely agree with @darknight201 with how this will be not easy at all.

It gives a breakdown of the hardware used and how it works. It might be just enough for you to get a better understand of what does what.
