Question about making an app like Youtube VR

Hi!

Simply, I am working on a website which is very similar to Youtube.

And I will try to make an VR app just like YouTube VR . Or

What kind of program should I develop?

If your app is just to sit in a virtual room with a TV screen, try Unreal Engine. You probably won't need to code anything.
